As with all cars cougars will differ but the rule of thumb is that the better a car has been taken care of the farther it will go (not always but 9/10) as for the RPMs I wouldn't worry about it too much,
Better Gas mileage can be had by the following
~Making SUre the air filter is clean
~Having SparkPlugs and wires that are in good shape.
~Tires that are properly inflated.
~A/C off
