v6 cougar wont get above 4500rpm

ok so i have to replace my power steering pump today and i have never sat in the car and revved it before, so i was going slow and i hit 4500rpm and then it started to stutter and wouldn't go much higher and the stutter started to increase as it increased so i backed it down.... what would cause this? i don't have any codes but the previous owner said he had gotten bank 1 cat failure but he said he fixed it and like i said there aren't any codes stored so what could it be? could it be the cat? maybe he just tricked the computer some how? any info would be much appreciated

You didn't say what year it is but most of the newer cars have a speed limiter and won't let the enginge rev over a set RPM.

I'm pretty sure that has it. It acts like a rapid on off surge at the high revs.

strange, lol so would it happen if i was in gear on the high way? or is it just while i am parked? it,s an automatic so its not like i need it to rev really high anyways

If you put the shift lever in a low gear, it would do the same thing. In drive, it shifts before that point.
