Yours is already a 250 crossflow. I don't know whether or not the engine having sat for a while would be a problem. The carby is the only thing I can see playing up. As for whether or not it's been blueprinted...
His engine should be waaaaaay fresher than yours.
If you can't see it running it's pretty hard to tell how healthy an engine is. Do you trust the bloke? Does he have receipts?
Aside from blueprinting it has he put aftermarket parts in?
If the engine's already out of the car you can pull the cam out and see what it is. Check if the manifold & carby and see what make they are. Aside from that I reckon it'd be pretty hard & time consuming to find out.
At that price take it and tune the tits off it & plonk it in yours.
