250 Non XFlow into XM engineering??

hey everyone
i need to no if you need to engineer a non Xflow 250 in a XM

Not sure in Vic., but when I put a 4.1 in my old XP I had to get it engineered. I think if you increase capacity by more than 15%(this was a few years ago), you had to get the eng. cert.
