Bit of a problem

My dad has just finished putting in a 4L fuel injected engine out of an el into an xf ute. After god knows how long its finally goin, BUT. The problem is that the engine wont rev past 3500 rpm and we havnt got a clue whats doing it. We are open for suggestions.

What happens when it hits 3500? Does it fart and cough or die completely then come back to life a few seconds later?

Did he use the EL computer, auto, etc? Or are you running just the engine with an XF/different car ECU.
