Just wondering if my EB2 4 litre is running too cold?.

Temp gauge doesn't seem to go over the first line before the N in NORMAL

Time for a new thermostat?

Yeah, grab a thermostat from Ford. That's one thing I will insist on going to Ford Spares for (and maybe their oil filters) - and hey, they're pretty cheap anyway. Mine used to sit around there, the new thermostat made it sit about a 1/3rd on the NORMAL.

PS: Maybe give the system a flush and add some new coolant, especially with the warmer months coming up
