On a 4.9L, should head bolts be replaced when head is removed or can originals be reinstalled? Also, is 70 lbs the proper torque?

A 4.9L? You mean a 4.0L - pushrod - because you only mention 1 head & this is in the inline 6 forum? If so, then yes - these are not TTY bolts so they can be reused. But with the age some may break as you torque them down - mine did. More information on the car & engine would help for a more informative answer.

Also depending on your model the later AU bolts are supposed to be of better quality than the original EF-EL bolts.
