i think the only thing you can do is pull the head off, because if the valve is stuck open by something, odds are that the valve will be bent by the pressure+speed with which the valve springs were attempting to slam it home while the bolt or whatever prevented them from doing so...
if the bolt has only gotten to there i think you should thank your lucky stars, if it had of gotten that extra 8mm or so it would have made it into the combutsion chamber and bounced up and down in there about 1,000,000,000,000,000 billion times (ok i might be exaggerating...) and busted your piston - if its a cast piston it might have shattered and then you would have a conrod poking out the side of the block- the head, probably both valves etc...
at the moment it might be possible to just put in a new valve and valve seat, and helicoil the rocker bolt thread (it sounds like its stripped?)
how big is the bolt? would it fit out of the spark plug hole if you managed to dislodge it from the valve? you could try that and just hope it its not stuffed, but 99 million to one that it is.
