Purge solenoid

The purge solenoid was not working so I took it apart (cut small slits on the swaged edges and opened them). The internal parts are sealed with O rings and the outer case is part of the magnetic circuit. It appears to be in good order but 12volts will not move the armature. It has a resistance of about 60 ohms.
Now think it needs a vacuum to assist the pull and that would mean that the lower hose connection would be connected to the manifold. If that is true then the purge has never worked.
Any information would be appreciated.
