frown Surging when cold

I have an EB MPI 3.9L which has a surging/hesitation problem when the car is cold. It goes away after a minute or two but it's really annoying. So far i have replaced the temp sensor in the thermostat housing, tried another CPU,tried 2 other TPS sensors,swapped a fuel regulator, all to no avail.
Does anyone have any advice on where else to look? I'm running out of ideas.

Turn up idle or clean idle speed control...Or disconnect isc adjust idle then reconnect isc...Check for other inlet leaks....
