I'd be aiming for around 230 odd rwkw. There is many, many ways to get there, but I'd plan on getting a decent turbo, intercooler and bottom end mods (lower compression, balance, shot peened rods, new pistons, etc) head work wouldnt really be too drastic, turbo spec cam (although on a budget a XR6 one may suffice) then all the nitty gritty, like ECU's. fuel pumps, all the wonderful bits and pieces
Have you got $8000 plus a xr6? That is a minimum expence. I looked into it for my el xr and it takes alot of time/money. And after all of that not a very nice car to drive everyday. The best way to get 13-high13's, buy a big blok or a blown 5L. It will work out better in the long run and alot cheaper.

The power would be wiked! But, It would be a **** to drive normally when its built for high revs and a good thrashing. Imagin peak hour traffic, every time you get out of lag your kidneys will end up in the back seat!

You will need 2 turbos-preferably ball bearing, try use 200sx/silvia turbus, they are pretty well mached to the engine. Also a good intercooler try stock supra or GTR. New exhaust and computer re-mapping. Just for parts and re-mapping it is getting close to 3-4k.
This should get you close to that 220-230rwkw(with bb turbos) should spool up by 1500rpm too. You can only run 6-7psi boost though.
If you want more some serious engine mods are required - thanks to the head gasket and other weak bits. 1st o-ring block and put thicker head gasket in, head porting, new turbo cam and new pistons and rods. which is going to be dam expensive. Not to mention whichever gearbox (auto or manual) will need to be replaced too.
Shit forgot you need injectors which can flow 50% as much fuel straight up for the basic installation- most of the shit i said is from that workhorse wakeup article (tt 4.0l xr6 ute)
