I am having issues locating a oil leak. At engine idle, no leak is present. When revving the engine, oil "appears" on the side of the oil filter, just behind the mechanical fuel pump. If standing at the front driver side tire, you see oil on the left side of the filter. I have made sure the filter threads on the block and filter are not stripped, nothing sitting in between the filter gasket and engine block, oil pan is tight, filter not overly tight. The power steering pump isn't leaking. I have wiped everything clean, watched for leaks at idle, and found nothing. The gasket around the fuel pump doesn't have any sign of leaks.

Could it be the fuel pump itself? Its a two-piece, stamped together and about 5 years old. Valve covers are tight, no sign of leaking from heads.
What about the water pump? Any suggestions?
