a short motor is: engine block with new bearings and rings and usually no head or ancillaries. However some short motors will come with head but no manifolds, starter motor, tinimg cover, rocker cover, water pump, thermostat housing, alternator etc
while a long motor generally includes the head and may include some ancillaries.
Bottom line is you need to ask the person selling as I have seen some short blocks with heads and some short blocks without the connecting rods or crankshaft. It's a matter of how long or how short.
