Need help with roller lifter question?

I have a cleveland with a solid roller, had a problem with one of the valves, so I had the heads redone. I was adjusting the valves, then turned the engine over with the starter before I re-checked the valves. I noticed all of the roller rockers were flowing oil except one. I took the one roller rocker off and blew out the push rod, thinking maybe it was clogged and blew air through the lifter and everything seemed fine. I put it back together and I'm having the same issue. So I switched two rocker arms and push rods. The problem is with the lifter, my question is what can go wrong with a solid lifter and how should I check it?
