i wouldnt worry about using clevo heads
the cost of seting them up,buying manifolds, pistons etc
Just buy some decent windsor type aftermarket heads, will be cheaper and make just as much power

personally I wouldn't bother with cleveland heads unless you want to do it for the exercise.
There are plenty of heads that will bolt up that are better for quite resonable amounts.
Having said that, you need to get a manifold to suit and do some mods to the water passage in the heads.

Purchase a Ford Performance Parts catalogue. It's all there in the back pages..
http://www.fordracing.com/performanceparts

IMO I would go Trick Flow, A.F.R, Edelbrock, Brodex etc they're alloy and have bloody good valve gear esp if specked up alittle..
You need different pistons due to canted head / valves etc...

if your still intrested, check out Fletchs carburated 5.0 mustang site he has an article in his tech section
Building a better boss
http://www.jason.fletcher.net/tech/tech.htm
the machining is pretty straight forward any good engine shop can do it

manifold isn't cheap even a used one.
Pistons have to be changed due to the cantered valve angles and use the 289 rod 5.1555 not the 302 rod which will push the piston out the top of the block. unless you can find some that suit the 302 rod
its all there in the article

you have to admit the old windsor looks pretty hot with a set of cleveland heads sitting on it!

A few points I have found in relation to this.

The cleveland has 3/8 head bolts the windsor has 7/16 this requires a solution.

The article says that you have to drill holes in the block deck. The windsor blocks I have seen already have coolant passages in these locations so I don't think this is necessary.
