As someone who used to wear a blue uniform and drive these cars I can categorically say they were stock standard Ford bits.
In the old days pre HSV, the Brock Commodores were a little special, and the VL turbos used to get the spring mount for the wastegate bent a little by the local service people, but the reason they generally go so well is due to the nut behind the wheel.
Just like other company cars, it's amazing what a car can do when you don't have to pay for servicing, repairs, tyres and fuel....
