confused engine vibrating, 351w with 302 balancer in boat

I have a boat that someone has done some engine swapping on. It has a 351W in it now, however it seems they used the damper and pulleys from the previous engine, which was a 302, and it has a terrible vibration, I have checked the flywheel and drive plate for tightness, all is well there.

They also used the flywheel and drive plate from the 302.

My question is, shouldn't these two items have worked on the 351 since they were both used together?
OR, am I able to solve the problem by changing to a 351 harmonic balancer?

I am told the 351 came out of a truck and when I check the part number on the balancer, it is a marine/industrial number, so it obviously isn't the one that came on it. It's number is E1JE-AA-SD C3
