it could be a number of different things....but if you had installed the timing chain correctly then pull #1 plug out crank the engine untill the compression stoke comes up the timing mark should be very close to the pointer. if you can, turn the engine so that the timing marks (on the balancer) are close to TDC. It doesent have to be perfect, then stab the distributor so that the rotor is pointing towards #8. after you have it locked down then starting from that position where the rotor is pointing put #1 plug wire. Then counterclockwise use this sequence; 1-5-4-2-6-3-7-8. it should start up now. 'hint' you might have to advance the distributor a bit to get it started...once its running then you can time it.
