The 70 428 PI would be a 428CJ shortblock (4.13 bore and 3.98 stroke) with the stock CJ/GT cam, standard pass car C8AE-6090-H heads (2.02 - 1.55 valves) a 428 CJ cast iron C8OE-9425-C intake, Autolite 4100 carb (or holley but not certain which one) and log exhaust manifolds. In essence you can add a set of stock iron CJ heads (2.09 - 1.65 valves) and have a nice 428 CJ as is. Date codes would be in the 69-70 range depending on the month it was built. Even as is if in good shape it's a nice running engine if the budget does not allow new heads.
