I just got a 428 out of a 67 T-bird. and it has a flexplate w/weigths and I need a flywheel for my 4speed toploader. Will any 428 flywheel be balanced right ??

NO... The 428 is externally balanced with the flywheel it's going to use and the harmonic balancer. You can swap it out but it will no longer stay balanced and may vibrate, especially at higher speds.

So do I bring my flexplate and a new flywheel to a shop and have my new flywheel bal. as the flexplate ??

Only the flywheel and harmonic balancer that you will be using needs to go with the crank for balancing.
