Rebuilt engine and have noise which is due to a worn tesioner causing noise. Cant locate one anywhere. Was on the engine when I tore it down. Is this thing really needed? It doesnt show in my shop manual.

I have never seen a tesioner on a FE engines timing chain, this must be something someone added. If the chain is loose, replace it with a new gear and chain set, a loose chain can change the timing alot and efect the way it runs.
Ya if there was one on there it was added for some reason. It's possible the block was align bored at some point in time and that could cause a sloppy chain. You can get a undersize timimg set if this is the case. How much play does the chain have now?
