'30 Tudor rear seat cushion

I am reupholstering my '30 Tudor seats. According to Cartouche instructions, the bottom of the rear seat cushion spring should be the same size as the wood frame. My wood frame is about 19-1/2" an inch larger front to back than the spring which is 18-1/2". Side to side is ok. Is this normal and do I center the spring on the wood or line it up with either the front or back?
