Recently purchased a 70 LTD, had to put a new fuel tank/sending unit in (was parked for years). Not sure if the fuel gauge ever worked. The fuel gauge when ign on and full tank of gas goes from E to just below first line just above E. Looking for assistance with trouble shooting. Took dash apart and pulled gauge, there are two posts to the gauge, measured ohms on post and show 0 ohms. Looking for assistance to correct the problem. Have not taken the dash portion where the spedo is, out. Not sure if there is any other devices behind the larger dash unit is, i.e. 12 ign
power. Measured voltage at the two posts and got 0. any assistance is greatly appreciated.

Normally this indicates a faulty sending unit. New doesn't mean it is good. I would suggest testing the unit to be sure it is good. If so the wiring may be bad going to the dash. The car is 27 years old, so bad wiring is a good possibility.
