This problem can be caused by one of two things. There will be a short in the connector behind the passenger side headlight that will keep the fan on(mainly due to it not being watertight, so this problem will be more evident after washing the engine or on shitty weather) or your HIM (the module that controls the A/C, fan, etc) is busted, which is unfortunately very common. You'll need to pull the centre console and the dash out to get to it, so it's major work. They are also expensive, so if it's out of warranty make sure this is the problem before you replace it.
