Does the whirring stop if the fuel cap is removed? If so, you might have a partially blocked cap vent (get a new cap); otherwise its probably just a cheap aftermarket pump (stay away from the cheap Chinese ones and get a Goss, Walbro or Bosch). Also heck the pump's ground wire is properly connected and grounded; a bad ground will often cause the pump to whirr.
Are you sure the tapping is from the valves and not the CANP valve (canister purge valve)? If this valve touches the bodywork you can hear it as it opens and closes and the sound travels so often it sound like engine noise - it's designed to be suspended in mid air by its connecting hoses ( it's in front of the LH front wheel behind the bumper accessed by removing the plastic liner inside the wheel well) . Temporarily disconnect the two wire harness from the valve and see if the tapping goes away. The valve is silver about AA battery sized but slightly shorter and fatter.
