The Purge Control Valve is a part of the evaporative emissions system of most modern vehicles.
In simple terms there is a thing called a carbon canister that collects excess fuel vapours (and in some instances crank-case vapours as well)
and feeds them via the purge control valve back into the engine inlet manifold.
The aim is to have a fully sealed fuel system where excess vapours are fed to the carbon canister and then reused when there is a high vacuum in the inlet manifold.
Simple explanation but I hope it helps.
