C4 - mated to XY 302W, filler in case
C10 - mated to XE 351C, filler in pan

are the dipsticks supposed to be the same length ?

Can I bolt up the C4 to the Cleveland (or the C10 to the Windsor) ?

Things to consider - spline, flex-plate and torque converter.

1.No dipsticks are not the same length.
Both types will bolt up to either engine as long as the flexplate, bellhousing and convertors all match. The only prob is if you use the C4 with the smaller flexplate/bellhousing on a clevo a clapper starter with touch the sump rail, bosch starter is ok.

how does one check the size of the bellhousing, are there some measurements, as i am building a C4/C10 for my car to replace the FMX and i have a clapper starter, better make sure, save getting it all in there and realising i need to chase a starter before i can drive anywhere

I'd try grabbing the metal dust plate that sandwiches between the block and C4/C10 and hold that against the block/trans to compare if everything will line up. Hopefully this will give a visual indication as to whether one bellhousing is larger then another.
