Cobra: Working Calipers but no E-brake

Folks,
I need help or a recommendation. My calipers on my 1965 Cobra replica work to stop the car. However, the ebrake doesn't work. Before you flame me, I have checked that the cable works and I have manually actuated the lever on the caliper that is supposed to engage the ebrake. I have two questions:
1) Any idea what the problem is?
2) Any body have the name of a place I can mail some calipers out to to be fixed?
3) Or even where to go to get reasonable quality new ones?
