140 k speed limiter?

A friend of mine has an EF I6 that appears to have a 140 k speed limiter (although we know it hasn't). Any ideas as to what might be the problem?

Seriously though, it sounds like the engine doesn't wanna oush harder. How many rev's do u pull when doing 140?? Redline? has the car always been driven well, coz if not an owner may have revved the ring gear outta it and i is lethargic now.
