Basically a reground cam is one where the original cam is reground/linished-whatever you call it- to the specified profile(big lift, more duration,etc). A billet cam is one ground to specification from a new, solid piece of metal. If you intend pulling big revs or running super strong valve springs, a billet is the go on a lot of engines, esp. a 4.1. Others are very strong/hard anyway and only need to be reground.
