Re: Getting airflow through vent even when they're closed.

When you say closed do you mean they are physically closed by pointing the fins down or 'closed' from the climate control (i.e redirecting air to the feet or windscreen)?

The fumes are because your climate control is set to fresh, set it to recirculate and you wont get them.

As for the vents not shutting, no idea.

Re: Getting airflow through vent even when they're closed.

maybe the fresh/ recycle air flap under the passenger side dash has broken the plastic arm off. if this has happened you can stick your hand up under there and close the flap manually until you can fix it properly. or it could be something as simple as a vaccum line has came off that operates the diaphram on fresh/recycle. i know the fresh/recycle broken air flap is a common problem on the ef/el falcons but not sure about the nl fairlanes.
