I have a 1992 Grand Marquis. It ran fine and now it just clicks. How can I tell if it is the starter or sloenoid. Is it possible to jump the solenoid and how is it done? I don't want to pay a boatload of $ if I don't have to

First of all you are not providing much info. Yes it is possible to jump the solenoid....jumper a wire from the hot side (coming from + battery post) to the small post on the solenoid. It should crank providing you have good battery and connections and the starter is good.
You first need to check connections from battery to starter relay/solenoid and to starter. The relay on the fenderwell picks up its ground through the body. This also must be good.

The car fine when we parked it. We went to start it up 3 weeks later and it just made a click, click, when I turned the key. I bought a new battery that has all the same numbers as the old battery did. The relay on the firewall, had a red cable from the battery to it, I took of the cable and cleaned it with a piece of sand paper. It still clicks. How do I know if the relay is bad? Also, is the starter and solenoid together or seperate? I appreciate the reply with little help from my end!

All connections must be clean,good and tight. Cable from pos. batt. to relay on fender, other side of relay on fender to starter and at starter, otherwise tests may not give you definate results.Does your relay have 1 or 2 small posts?(probably 1) Hook a jumper from the battery side of relay to the small post on relay.
