Ignition switch has key removal inhibit solenoid. solenoid is powered all the time from the ignition switch. solenoid is activated when gear shifter is in R.N.D.2.1 position. So you either have a problem in the gear shifter (grounding the circuit when in park) or wire between gear shifter and solenoid is shorted to be a ground or internal ignition switch is malfunctioning. Disconnecting battery will release key because the solenoid is turned off. You can access ignition switch connector and cut black and yellow wire at pin#3 - if key starts to work, then it is most-likely gear shifter switch causing the problem.
