In Victoria yes, so long as it isnt either to big or too powerful, Vicroads print up guidlines for P plate restrictions, though ive seen them broken fairly often, im not sure if there actually compulsory but i think u still can get dicked for it. The restriction are something like 130Kw per tonne, 3.5L per tonne. So u could have a 500CI in a 3 tonne or something car, according to the guidelines, or 65 Kw in a 500kg car.
