anyone know of any brands of woofers or subwoofers that are 8 inch, 2 ohm and anywhere around the 200wrms mark ?

Your best bet would be to get a dual voice coil sub (DVC) with 2 4ohm coils. Wire them in parallel and you will get your 2 ohm Load.

Or you could also buy two 4 ohm(SVC) subs, wire them in parallel to get your 2 ohm load.

Pretty sure JL have a dual 4 ohm series, but it's a pretty common thing anyway.

what would generally sound better/louder out of 2 100wrms speakers or 1 200wrms ?

What sounds louder is based more on cone area rather than how much power a speaker handles. For example, if you have two 100wrms subs and one 200wrms sub, then the two 100wrms subs will be louder, simply because there are two of them. Two subs are always going to move more air compared to one sub (providing they are the same type and size).
