XF powersteer bracket on oil filter

My cars powersteer bracket rattles badly on the oil filter. As powersteer has been only put in last year is it missing something, maybe some sort of rubber? I have shoved pieces of rag in there but they always move and the noise starts again. Im wondering why it doesnt happen on others?

I thik its the engine mounts. I will make aanother post for that now.
