fuel system setup

howdy guys, im after some help on a fuel system set up on a td cortina, 250xflow turbo, first off -
fuel rail -i will be runing the standard xf fuel rail, how can i set up the return line, is it a must for tunning etc for it to run back to the tank or is it possible to plump it back in to the line say, in between the line from the tank and the regulator or between the reg and the fuel rail, as i will be running a surge tank which brings me to the next part.how to setup the

surge tank, a basic surge tank has four ins and outs, the very bottom one which the main pump ( a vortech 500hp ) feeds to the fuel rail, then two middle ones, i guess one from the main fuel tank, and one return line or some thing, and one on the the very top, is that a breather or some thing, and with the line from the main fuel tank to the surge tank its best to use a primer pump to fill the surge tank, would a holley red pump be any good for this, or is a fuel injection pump needed.
umm i think thats about all ok any info and help would be much appreciated thanks.

Afaik the low pressure intank feeds to surge tank and overflow goes back to tank also to prevent air lock from top of tank..The other two are for efi Hi pressure pump to feed from,the pick up point will be at bottom of tank..The other would be for return line from fuel rail/ fuel regulator....That way the swirl tank stays full ....
