turbo manifolds

can a turbo mainifold be made by just cutting the exhaust manifold and welding a suitable flange on it? or is this not the way to do it?

A turbo manifold could be constructed using an existing manifold given that the flange was aligned and welded on properly, the manifold was in good condition and free of any cracking. However a common misconception with turbos is that the exhaust gas blows the turbine wheel as a matter of function. This is not primarily the case. Turbochargers work due to the natural themal expansion of exhaust themselves. A stock manifold is in no way designed to create this thermal expansion that a turbocharger needs. At the very least you should ensure that the bends inside of the manifold are smooth and will allow rapid transport of the exhaust gas to the turbo.
In short yes its could be done but it would not be pretty and the system as a whole would benifet from a dedicated turbo manifold.
