What are the legalities with headlight adjustment? I mean what specifications do they need to be adjusted to in victoria as far as how far in front of the car the beem must hit the ground etc??

Look in a gregories manual at the factory specs. This is how it's done. Mark the centre of each headlight on a wall, back the car up 3.5m and aim the headlights so the centre of the main beam is 22mm lower than the centre of the lens. This is the factory standard adjustment and should be OK.

The specs arent in the Gregories manual, I got them from another manual made by 'Max ellery' pg. 440/441.
here is a scan of the diagram.
Look at pages 214/215 of the Gregories manual for the procedures to adjusting the headlights.

So thats 22mm when the car is back 3.5m, not 22cm?
