Question Auxillary Fuse Panel Mercury Mystique

The Radio, Interior Lights, Power Side Mirrors, Glove Box Light, Trunk Light and Underhood Lights suddenly stopped working on my Son's 96 Mercury Mystique.
I have Battery to the Auxillary Fuse Box only the Battery doesn, t appear to be making it to certain Fuses.
I am looking for info on this Auxillary Fuse Box as to is it serviceable, is this a common problem, can it be taken apart, etc.
The problem seems to certainly be internal in the Fuse Panel, all the connectors are tight.
Another symtom that has me perplexed is the dash clock, it stopped working also but in the dark it has a green glow and is displaying zeros.
I have searched recall info and came up with nothing.

The problem was the 10w overhead light in the map light assembly over the windshield overheated melting the plastic holding the bulb in place and the bulb holder moved against the negative bus creating a partial short so that fuse #34 would blow in a few minutes.
Even though the Radio has it's own fuse, with this fuse blown none of the interior lights work, the power mirrors, trunk light, underhood light and dash clock all fail to work, this appears to be a potential fire hazard and should have been recalled.
