Blower Motor problems

I have a 2000 Grand Marquis (4.6).
The blower quit working, so I checked the fuse. It was ok, started it up again and it started working again.
A couple of days later, the blower quit again. cut the engine off, tried to restart the car and the elecrtical went completely dead. Jumped it off went and got a new battery. and all seemed well again.
The car never acted like the battery was low!! --lights were good and bright, no hesitation on starting, etc.
The blower will now surge, and seems to be doing this more often.
Had the alternator tested three different tiimes -- each time it checked good.
New battery was retested and checks OK. The Volt meter in the car is right in the middle -- never moved (before or after battery change)
It has the auto climate control.
Any suggestions would be appreciated.
