confused crown vic climate control

90 Crown Vic Station Wagon. Great car except no heat from heater. The climate control works great in the cooling mode, but the output of heat is very weak when the control is set upscale. Replaced thermostat, thermal cutout, and flushed cooling system. What am I missing? Does anyone know if a manual for this system?

Vaccuum operated tap (failed flap inside) on heater hose.

Thanks Aussiblue, I appreciate your help. I found the fault and it was stupid simple. The heater system was air bound. AllIhad to do was bleed it with the engine running. I had installed a flushing tee in the heater line and it was a simple thing to open it and let the air out.
