blackend old backlighting bulbs can be very weak at providing any usable light. first thing to do is check and change them all, not just one either. make sure the dimmer works and if all else fails maybe the perspex inside has clouded and a replacement is needed.

Not being familiar with your car in question, if the dimmer has only 2 wires to it, and its mounted in plastic, ie not grounded, its obviously an inline type and you could just remove it and join the wires for full power.

Dont forget to check and change the bulbs, half of them could be dead!
