I had this problem with my old Mk II Escort. The problem is the tinted plastic covers that make the gauges light up green. As they get old, they get harder to shine light through. You can fix this by removing the Instrument Cluster, then removing the tinted covers. When I did this on mine, I replaced the tinted covers with little green light tinters, known in the trade as Light Condoms.
This should fix your problem so you can see the gauges at night, and still have the green tint.
