Droz - sounds like a wiring problem. Disconnect the solenoid wire (the small one leading into the loom) starter should not turn when you connect it up. If it does then starter solenoid is jammed on and needs replecement. If starter does not turn with this wire removed, problem is in wiring. Check for 12V at wire, if this is always there you will have to trace it back. These cars sometimes had a modification using a relay to help hot starting. It is not a factory mod - so the location of the relay varies, but should be easily found by tracing the starter circuit wiring. Check that the relay is not jammed on or wired incorrectly.
Re the LPG, if you are not sure what you are doing, I HIGHLY recommend you get a qualified LPG fitter to check it out for safety's sake! There are many variations depending on the kit used so it is difficult to recommend a fix!
