I've got a 1994 ED with the same 'problem'. It's because they use the sedan BEM(?) (brainbox thing!) which doesn't need the locking function as you have to close the boot anyway.
Yep it was fixed with the EF they just tied the tailgate lock into the central locking system. Doors locked = tailgate locked doors unlocked = tailgate unlocked. I have often wondered how hard it could be to tie my EB's tailgate into the central locking the same way and then use the tailgate lock switch on the dash to lock/open all doors (pre Smartlock EB2 so no lock switch on the dash).
this problem can be easly fixed.the ef tailgate used a master central locking motor the same as in your drivers door you have to replace the entire locking mechanism in the tailgate with the one from the ef wagon then run a matching loom to one of your rear doors patch the loom into the loom going into the door the colors should be the same any dramas emailme on bagt@iprimus.com.au also by doing this conversion it gets rid of the switch on the dash and allows you to open and close the tailgate without a key hope ive been of some help bagt :
