02 Explorer Master Cylinder issue

I work for a national parts/service chain that I will not name here. We ran across an odd issue with an 02 Explorer master cylinder today that I thought I would bring up here for advice. The truck came in with a spongy pedal that my brake tech diagnosed as a bad master cylinder. I ordered a reman unit from my warehouse and my tech installed it. When he went to bleed it, there was no fluid pumping through the front line to the calipers. We assumed a defective unit and got a replacement from NAPA (my warehouse was out) and had the same issue with it. With a power bleeder attached at the caliper it sucks no fluid. We disconnected the line at the master cylinder and can feel the suction from the bleeder coming through the line.

What are the chances of 2 defective units, from 2 brands on the same day? Any other ideas?
