Does the pump run a few seconds every time the key is turned to run? Make sure the fuse is okay and in the proper place. Even mechanics will put them in the wrong spot when they're in a hurry.

Ok, you have me scratching my head, what does fuse 23 go to?

Fuse 23 is under Hood in Fuse Panel. Its the Fuel Pump Fuse.

It takes a bit to prime the system. I'd place the key in 'run' for one full minute, and then try starting. It might be coincidental that the pump might be on its last legs. I'd check the fuel pressure reading at the rail.

While checking pressure, might be helpful to bleed the fuel lines.

For future readers, I know this sounds wrong but it did happen to a friend of mine. When he let the jack down after replacing the filter it had tripped the inertia switch "fuel cut off switch on pass. side floor. Ya i was like after all the 4x4ing he had done, banging rocks and bumps and a little bump from dropping the jack to fast tripped it. Anyway ya never know.
