1993 explorer shifting issue

im looking into buying a 1993 explorer and the owner says it wont shift into second when cold it just revs till its ready to shift to third. once it warms up it shifts fine. now could this be an electronic control module issue and if it is any idea how much one of those babies is gonna cost me?

its funny cause its the direct opposite for me its shifts fine cold into 3 from second for the first like 10 miles then i slips trying to go into 3 once it has gone for a while and then my o/d off light comes on?...why??...anyone know

Make sure that the owner had regular transmission services performed, along with any other records you can scrounge up. The most important ones will relate to regular maintenance! If it's been more than 5 years or 40K since a trans service was performed, walk away. A transmission should shift properly within five seconds after start-up. If it is an electronic problem (and a transmission service has been performed recently) Id' leave it alone for sure.
