well i'll make a couple of assumptions here, beyond the obviousness of the cold weather

I'm quite certain you're not running the heater on full blast in the middle of summer, so I'll assume that you won't know if you have this problem "still" so I'll just start..
I'd guess that the "air box" (don't know what else to call it) is not functioning correctly. In air box, I'm referring to the part which controls outside vent/inside circulation, so depending on what position the vent is you're either recirculating inside air or venting in fresh air.
Now with that said, if this component is leaking, it would allow air to 'vent' into the passenger foot well, regardless of temperature .. it just happened to be cold air and probably why it was so noticeable.
So you can either check my theory by seeing if warmer air is blowing into that area OR turn the heat on and drive around and see if that area gets cold..the latter you'll have to have the windows up tho lol
